Alternative financing for the Biotechnology/Life Sciences Building

WSU proposes a revised funding mechnism to get construction of the $63 million WSU Biotechnology/Life Sciences Building underway by Summer, 2006, by leveraging the university's own funds from trust lands and utilizing the state treasurer's Certificate of Participation process.

WSU President Lane Rawlins and UW President Mark Emmert issued this joint statement following the release of Gov. Locke's operating and capital budget proposals for the upcoming biennium. The were appreciative of efforts to protect existing higher education programs, but were concerned that the plans fail to address issues critical to the expansion of higher education in this state.    

Unprecedented: WSU and UW submit a single operating budget request for the two institutions to the 2005 Legislature.

WSU and Battelle's Pacific Northwest Laboratories requests funding to complete a $26.4 million Richland building   Construction Request Item 2

Washington State University is proposing upgrading, relocating and expanding the main building for its Intercollegiate College of Nursing in Spokane, the largest nursing college in the Northwest. The $31.6 million construction project is timed to tackle the nursing shortage crisis throughout the state and region, create capacity to educate more university and community college nursing faculty, consolidate university health science programs at one Spokane campus, and improve health care for all Washingtonians. WSU resubmits a request for a Wasterwater Treatment Plant to help stabilize the Pullman-Moscow groundwater acquiver.   Construction Request Item 4

Washington State University is requesting $12.7 million next biennium for construction of a wastewater treatment plant. This plant, combined with aggressive conservation measures, is expected to reduce the stress on a declining water table in the Pullman area that is caused by university water consumption. This is a summary of projects for public 4-year baccalaureate institutions in the capital construction budget request submitted to the governor and the Legislature for the 2005-2007 biennium.   
 
UW-WSU budget request calls for increased core funding to improve the quality of instruction for each student.   Budget Request 1

Washington State University joins with the University of Washington in submitting a budget request to ensure that quality programs are available for the next generation of students.  Our request is that the state provide additional support per student incrementally each year.  Catching up with the funding levels of competing states will take several biennia.  In 2005-2007 we request an increase of $51 million.  
 
UW-WSU Research & Technology Transfer Request focuses on economic and human health.   Budget Request 2

The University of Washington and Washington State University should form an unprecedented state alliance to develop new state-funded research and technology transfer programs focused on improving human health and enabling the creation of new, high paying jobs.  Moreover, the joint efforts of the two institutions to resolve public policy conflicts should be bolstered with state investment in the new UW-WSU Policy Consensus Center.

Boosts in enrollments at WSU Pullman, WSU Vancouver, WSU Tri-Cities and WSU Spokane are all requested in the university's enrollment request for baccalaureate and graduate instruction.  
 
A request for more opportunities in veterinary medicine for Washington residents   Budget request 1A

This budget request is the final installment in a proposal to replace University of Oregon students that are being withdrawn from the WSU College of Veterinary Medicine. This will create new opportunities for more resident students from the state of Washington.
