No. 1 Vancouver Applied Technology Classroom Building  $38.67 million

Construction funding is requested for 2009-2011 to build a new Washington State University engineering teaching and research facility that will meet some of the most pressing employment needs of Southwest Washington and the entire state in computer science and electrical engineering. The proposal is in cooperation with the Washington Technology Center.

No. 2 Veterinary Medical Research Building  $7.4 million

$7.4 million in design funding is requested for 2009-2011 to prepare for construction in 2011-2013 of a neuroscience, cardiac muscle, and bioengineering research and education building at WSU.

No. 3 Minor Works - Preservation  $42.5 million

Funding is requested to address renewal and preservation requirements of WSU buildings. The request also includes system-wide projects for minor infrastructure, health, safety, code requirements, security, environmental issues, inside cabling and electronics, and risk management facility improvements. WSU has reduced its deferred maintenance backlog, but it was estimated at $434 million in 2008.

No. 4 Minor Works - Program  $28.6 million

Minor Works program money is requested to retrofit older facilities for cutting-edge research and education. It also includes $18 million in program equipment upgrades to improve or replace essential instructional and research apparatus. It includes the capital component of WSU's student core computer systems replacement.

No.  5 University-wide Infrastructure $12.5 million

The request provides for three planned improvements for the Pullman campus. The infrastructure backlog at the Pullman campus alone3 is estimated at $85 million to $120 million.

  • Roadway and Traffic Improvements - $7.5 million  The proposal focuses on a deteriorating student overpass connecting the core of campus with major dormitories and apartments.

  • Electrical and Lighting Improvements  $2.5 million  This project completes lighting upgrades along Stadium Way on the Pullman campus.

  • Underground utilities.  $2.5 million. This project addresses improvements in the transmission and distribution systems for chilled water, electrical, gas and domestic water in the core of the Pullman campus.

No. 6  - Sloan Hall HVAC Restoration/Preservation  $3.51 million

The preservation project will renovate the existing deteriorating heating, ventilating and air conditioning systems (HVAC) in Sloan Hall, which was built in 1962.

No. 7  - Electrical Engineering/Mechanical Engineering HVAC  $3.08 million

This preservation project will renovate the existing deteriorating heating, ventilating, and air conditioning systems (HVAC) in the Electrical Engineering/Mechanical Engineering Building which was built in 1986.

No. 8  - Abelson Hall HVAC/Preservation  $2.51 million

TThis preservation project will renovate the existing deteriorating heating, ventilating, and air conditioning systems (HVAC) in Abelson Hall which was originally built in 1935. The building provides space for the Schools of Biological Sciences and Molecular Biosciences, the Conner Museum, Electron Microscopy Center and the Science Learning Instruction Center and one large general university classroom.

No. 9  - Washington Building Preservation  $4.2 million

This $4.2 million project will provide space to co-locate WSU Counseling and Testing Services and the Disability Resource Center. The renovation allows for these centers to be located in the same building as Student Health Services.

No. 10  - Riverpoint South Campus Preservation  $4 million

Upgrading and developing the interior of this single-story, high bay, brick masonry and heavy timber warehouse facility, located on the southeastern portion of Spokane’s Riverpoint campus, is an appropriate and cost effective solution to providing critically needed space for growing programs. Renovated space in this building will be able to accommodate non-laboratory programs currently in the Health Sciences Building. This will allow biomedical research and health sciences programs to expand in the Health Sciences Building.

No. 11 - The Wastewater Reclamation Project  $15.75 million

Funding is requested for construction of a wastewater reclamation plant addition to the existing City of Pullman Waste Treatment Facility. Combined with current and future aggressive conservation measures, the plant is expected to reduce the stress on a declining water table in the Pullman area.

No.  12 - Design Disciplines Facility  $16.1 million

The funds requested will be used to move academic programs currently housed in substandard and scattered locations to central campus space. Plans also include housing campus police in the basement of the building.

No. 13 Life Sciences Renovation $15 million

With construction of the WSU Life Sciences building nearing completion on the Pullman caqmpus, WSU requests $15 million to renovate and reconfigure vacated space in four closely-aligned science buildings: Eastlick, Heald, Fulmer, and Abelson Halls. Renovations are from programs in chemical, biological and environmental sciences to meet high-demand teaching and research needs.

No. 14   Clean Technology Laboratory Building  $5.8 million

Pre-design and design funding of $5,800,000 is requested for a major capital construction project for the College of Engineering and Architecture that will replace 60-year old facilities with high-technology laboratories to address state research and instruction priorities in renewable energy, biofuels, and the environment.

No.  15 - WSU's Global Animal Health Building, Phase II  $5.3 million

Funding is requested for the pre-design and design for a Washington Animal Disease Diagnostic Laboratory building for the 2009-2001 biennium. The proposed 42,800 square foot facility will house the Washington Animal Disease Diagnostic Laboratory (WADDL) as well as diagnostics-related research and development laboratories.

No.  16 - Troy Hall Renovation  $1.8 million

WSU requests design funds for this project which will allow the nearby College of Business to maintain its programs, provide room for growth and expansion of enrollments.

No.  17 - Agricultural Animal Research Facility  $100,000

Funding is requested for a building that will house natural animal disease hosts and test the efficacy of vaccines under development with the School of Global Animal Health.

No.  19 -  Beasley Coliseum Renovation  $100,000

Funding is requested due to heavy use and age (constructed in 1973). The facility and much of its equipment show extreme signs of deterioration and need to be upgraded, Pre-design funding is requested to begin evaluating the options.

No.  20 - Riverpoint Biomedical & Health Sciences  $250,000
