Capital Budget Discussions Move To The Legislature
WSU is meeting with members of the House Capital Budget Committee and the Senate Ways and Means Committee regarding its 1999-2001 capital construction budget. Here are the major projects:
Teaching & Learning Center (Construction), $30 million. Recommended by the Governor, HEC Board. Located near Stadium Way in the heart of the Pullman campus, the Teaching and Learning Center is an innovative classroom building that will provide 1,300 classroom seats and a 2,200 FTE capacity. If funded by the Legislature, the building would be constructed in the upcoming biennium.
The WSU Spokane Health Sciences Building (Construction) $36.3 million. Recommended by the Governor, HEC Board. Located at Spokane`s Riverpoint Campus, a majority of the building will house programs that are required by statute to be offered in Spokane by Eastern Washington University as well as WSU health sciences programs. It will provide capacity for 776 classroom FTE.
The WSU Vancouver Engineering/Life Sciences Building (Construction), $27.75 million. Recommended by the Governor, HEC Board. The next and fourth major classroom building for WSU Vancouver will create capacity for 257 more FTE.
AMID/ Landscape Architecture, $2.75 million (Design). Recommended by the Governor, HEC Board. Proposed for the East Side of the Pullman campus near Johnson Hall, this building will house programs in Apparel Merchandising and Interior Design as well as in Landscape Architecture. The total project cost is about $30.7 million and is scheduled for construction in 2001-2003.
Shock Physics Institute $1.83 million (Design). Recommended by the Governor, HEC Board. The institution is seeking design and construction money for a new facility would be built near Webster Hall on the Pullman campus to accommodate a discipline where WSU is an established national leader for research and instruction. The governor`s budget recommended design money and scheduled construction for 2001-2003.
Scholars Hall Renovation (White Hall), $5.4 million (Construction). Recommended by the Governor, HECB. Washington State University has one of the eight top honors programs in the United States. To maintain excellence in this area, WSU is proposing a 45,000 net square foot facility renovation for the program. White Hall, a 1928 building located on the Pullman campus, will be remodeled into a facility that exclusively serves honors students. Honors students will live, study and take classes at the same location.
Museum of Art Building (Pre-Design), $155,100. Recommended by the Governor, HEC Board. WSU requested this planning money for the 15,000 net square feet building to incorporate the functions of the WSU Museum of Art. Also planned for this building is an auditorium for lectures, symposia, films, etc. The auditorium will be used as a general university classroom.
Johnson Hall Addition (Pre-Design), $300,000. Not Recommended by the Governor. Recommended by the HECB.
The most significant unmet need in Gov. Gary Locke`s budget was this project, also known as the Plant Biotechnology Facility. This is planning money for a proposed addition to Johnson Hall, a Pullman facility that is the largest academic building in the WSU system. The addition will be designed to ease overcrowding at Johnson Hall and provide state-of-the-art research laboratories.
Murrow Hall Addition (Design) $1.76 million. Recommended by the Governor, HECB. One of the fastest growing instructional programs on the Pullman campus, the request will plan for more space for 350 additional student FTEs. The total project is estimated to cost $12.7 million. Construction could begin in 2003-2005.
Cleveland Hall Education Addition (Design) $1.5 million. Recommended by the Governor, HECB. Cleveland Hall houses the K-12 teaching education programs at WSU Pullman. The proposal will design additional teaching laboratory spaces as well as renovate existing air handling systems. It will provide 307 new student FTEs. The total projected cost is estimated at $11.75 million.
Childcare Facility-Infant Care, Development Lab (Construction) $3.1 million. Recommended by the Governor, HEC Board. This will create a 5,900-square foot net facility to complete unfinished space at the WSU Child Care Center .The childcare center is a 41,000-square foot facility that provides daycare for children of students, faculty and staff. This project will consolidate and relocate the infant care program from Commons Hall and the Child Development Laboratory from White Hall.
Animal Disease Biotechnology Equipment, $1.2 million. Recommended by the Governor and HECB. This project will obtain necessary equipment and furnishings for the new ADBF facility being constructed with funds from the federal government.
