Provides that, of the total amount of operating fees revenue waived, exempted, or reduced by a state university, a regional university, The Evergreen State College, or the community colleges as a whole, a total of at least ten percent shall be granted, by each institution and the community colleges as a whole, to veterans who qualify.

The legislature finds that small technology-based firms are the source of approximately one-half of the economy's major innovations and that it is in the interest of the state to increase participation by Washington state small businesses in the federal small business innovation research program by assisting them in becoming small business innovation research program grant recipients. The Washington technology center and Washington State University shall each establish a small business innovation research assistance program, including a proposal review process, to train and assist Washington small businesses to win phase I small business innovation research program awards.

The zero interest loan program is established for students attending a Washington institution of higher education. The first loans shall be made to eligible students enrolling in an institution of higher education in the 2006-07 academic year.

The legislature finds that the state of Washington has an affirmative duty to protect, manage, and conserve public natural resources such as the state's animal and plant life, and must take this public trust into account when making decisions with respect to natural resource-related policies and actions. Property rights in wild fish and animals are vested in the state for the benefit of all the people and the regulation of natural resources must be for the common good. The paramount interest of the public is retained by the state to protect the public's rights to natural resource use.
