| Graduate FellowshipsIn order to promote the growth of research in these fields, the legislature intends to help colleges and universities raise additional moneys for graduate fellowships by creating a graduate fellowship trust fund program for the sciences. Eligible institutions of higher education and foundations may apply to the board for twenty-five thousand dollars from the fund when they can match the state funds with an equal amount of cash donations from private sources. These donations must be made specifically to the graduate fellowship trust fund program, and must be donated after July 1, 2007. The bill is scheduled for a hearing in the House Higher Education Committee on Feb. 26. |

Currently, the State Investment Board is limited to government bonds. This legislation is intended to benefit the state's six baccalaureate institutions. It extend the authority to them that has been granted to K-12, the state pension funds, Labor and Industries funds, and university permanent funds in many other states. The proposal was heard Feb. 8 in the House Capital Budget Committee. State Treasurer Mike Murphy supported the concept.
