Building mapping Bill has passed the state Senate and the state House of Representatives. Expands the statewide first responder building mapping information system to higher education facilities; In consultation with the council of presidents, the Washington association of sheriffs and police chiefs shall study the addition of four-year institutions of higher education as defined in RCW 28B.10.016 to the statewide first responder building mapping information system as provided under RCW 36.28A.060. The study shall: (a) Determine the costs of adding the four-year institutions to the mapping system; (b) Estimate the timelines to complete the project; and evaluate the potential risks associated with each building on all campuses and make a priority ordering recommendations as to which buildings should be mapped first, if resources are not available to map all of the buildings. At the University of Washington North Sound, a top priority is expansion of upper division capacity for transfer students and graduate capacity and programs in high demand programs with a particular focus on science, technology, and engineering. The campus may offer lower division courses linked to specific majors in fields not addressed at local community colleges. In addition to offering lower division courses linked to specific majors as provided in this subsection, the campus may also directly admit freshmen and sophomores gradually and deliberately in accordance with the campus plan to be submitted to the higher education coordinating board. The campus shall admit students through coadmission or coenrollment agreements with a community college emphasizing access for transfer students codeveloped by the University of Washington and the state board for community and technical colleges. Any person or business that conducts business in the state must use encryption to secure personal information if the person or business is transmitting or storing personal information on a computer server that is primarily accessed through either: (1) a direct connection to the internet; or (2) a computer network that is primarily accessed over the internet. This encryption requirement does not apply to personal information transmitted or stored on a closed network or a virtual private network. A person or business is deemed in compliance with this bill if the person or business uses encryption practices that are generally accepted in the industry. A violation of the existing security breach law or this bill is a violation of the Consumer Protection Act. The Department of Information Services must adopt rules to implement this bill. Performance Contracts Bill has passed both houses and is headed for the governor. Originally introduced as a pilot for UW and WWU, it now has been amended on the House floor to apply to all institutions. Beginning in 2008, performance agreements are pilot-tested with the public four-year institutions of higher education over a six-year period. The purpose of the performance agreements is to develop and communicate a six-year plan developed jointly by state policymakers and an institution of higher education that aligns goals, priorities, desired outcomes, flexibility, institutional mission, accountability, and levels of resources. The approach has raised some concern from students, who believe it could be a mechanism to leverage higher tuition and some people concerned about the role of organized labor in the bill. House version released Feb. 20 made cut to the "Stars" research program that was not included in the Senate budget. The Senate budget provides $1 million for WSU core computing, $1 million for Community Technology, $159,000 for Knowledge Worker Residency status, and $200,000 for Vancouver deaf education. Both budgets provide for a WSU mental health counselor, funding for land use and patient safety studies by the Ruckelshaus Center, WSU graduate student collective bargaining and a Renton Small Business Development Center. Student Transfer & Articulation Bill House has concurred with the Senate amendments and sent the bill to the governor. Requires the higher education coordinating board to convene a work group of representatives from the state board for community and technical colleges, the council of presidents, and two-year and four-year institutions of higher education to develop a list of rights guaranteed to students who have earned a transfer associate degree under the direct transfer agreement. The extent to which a course is transferable towards a 4-year degree is to be identified on institutional websites, in hard-copy catalogs, or through another means mutually agreeable among 2- and 4-year institutions. A work group is to plan and implement a system for reporting on transfer student outcomes. Early versions of the bill required development of a common set of course numbers for lower division courses that are generally accepted in transfer between institutions. Food Animal Veterinarians Scholarship Senate concurred with the House amendments and sent the measure to the governor. Establishes the food animal veterinarian conditional scholarship program. The program is administered by Washington State University (WSU). Students may receive the scholarship if they are registered for at least six credit hours, are making satisfactory academic progress, have declared a major in veterinary medicine, and declare an intention to practice veterinary medicine in Washington emphasizing food animal medicine. The scholarship may not exceed the amount of resident tuition and fees at the WSU College of Veterinary Medicine, and the cost of room, board, laboratory fees and supplies, and books for up to five years. WSU establishes a selection committee to screen and select recipients. The selection criteria must emphasize factors demonstrating a sustained interest in food animals and serving the needs of Washington's agricultural communities. Criteria must also take into account the need for food animal veterinarians in diverse areas of the state. A recipient must repay the amount of the conditional scholarship, with interest, if he or she fails to be employed as a food animal veterinarian in Washington a year for each year of scholarship received. The person must devote at least 50 percent to large production animal veterinary practice to be considered a food animal veterinarian. WSU is responsible for collecting repayments. SBDC Tax Credit Bill appears to be in trouble in the Senate Ways and Means Committee. A credit is allowed against the business and occupation tax for contributions made to the SBDC. The credit is limited to one hundred thousand dollars per calendar year per person. The total amount of tax credits available from the state can not exceed nine hundred thousand dollars per year. The credit can be carried forward for three years. There are no refunds for unused credits. The contributions can be used to support satellite offices or increased assistance for small and start up businesses, among other things. The SBDC will work with other state organizations to integrate small business development centers with other state economic development and work force development programs.
